Conflict-resilience framework for critical infrastructure peacebuilding

چکیده

Apart from security issues, war-torn societies and countries face immense challenges in rebuilding damaged critical infrastructure. Existing post-conflict recovery frameworks mainly focus on social impacts mitigation. Also, existing for resilience to natural hazards are based design intervention, yet, they not fit infrastructure a number of reasons explained this paper. Post-conflict peacebuilding can be enhanced when by assessment (RBA) is employed, using standoff observations that include data disparate remote-sensing sources, e.g. public satellite imagery, forensics crowdsourcing, collected during the conflict. This paper discusses why conflicts warfare require new framework achieving resilience. It then introduces novel includes different scales with asset regional considers levels knowledge, data-driven assessments facilitate prioritisation reconstruction. Defining policies to improve critical infrastructure resilience

Industrial accidents increasingly threaten society and economy; the increasing exposure and vulnerability of our modern interlaced societies contributes to intensifying their impact. Critical Infrastructures (CIs) have a prominent role, since they are vital for the welfare of the population and essential for the economic growth. As hazards are hard to predict, decision-makers need to implement ...

Resilience of Hierarchical Critical Infrastructure Networks

Concern over the resilience of critical infrastructure networks has increased dramatically over the last decade due to a number of well documented failures and the significant disruption associated with these. This has led to a large body of research that has adopted graph-theoretic based analysis in order to try and improve our understanding of infrastructure network resilience. Many studies h...

Critical Infrastructure Resilience: A Framework for Considering Micro and Macro Observation Levels

The resilience mechanisms of Critical Infrastructures (CIs) are often hard to understand due to system complexity. With rising research interest, models are developed to reduce this complexity. However, these models imply reductions and limitations. According to the level of observation, models either focus on effects in a CI system or on effects in a single CI. In cases of limited resources, s...

Designing dynamic stress tests for improved critical infrastructure resilience

This paper outlines an approach to support decision-makers in designing resilient critical infrastructure (CI) networks. As CIs have become increasingly interdependent disruptions can have far-reaching impacts. We focus on the vulnerability of CIs and the socio-economic systems, in which they are embedded, independent from any initial risk event. To determine which disruptions are the most seve...

Incorporating Prioritization in Critical Infrastructure Security and Resilience Programs

Protecting critical infrastructure, especially in a complex urban area or region, should focus on identifying and prioritizing potential failure points that would have the most severe consequences. Such prioritization can inform targeted planning and investment decisions, such as what infrastructure should be hardened or relocated first or what infrastructure should receive priority restoration...
